Instructions for real consoles vary slightly depending on what files you're decrypting and where you got your copy of the game from.
This guide assumes you are using a genuine copy with Sony's DRM over it, and not a PKG from NoPayStation. Doing this on a pirated copy is 100% possible but the encryption may be different and I can't be assed to help you in that case.

Decrypting DLC already installed on a Vita can be a real pain in the ass, so the best method is to install it to an emulator where F00D won't get in our way.
1. Install the Vita3K emulator on your PC if you do not have it already.
2. Open an FTP connection to VitaShell and copy over all of the licenses in ux0:/nonpdrm/license/addcont/(your Title ID)
3. Download the DLC PKGs appropriate for your region [here](https://nopaystation.com/search?query=wipeout&platform=psv&category=dlc&limit=10&orderBy=completionDate&sort=DESC&missing=Show).
You need to look for DLC1W2048PACKAGE (WipEout HD Add-On Pack) and DLC2W2048PACKAGE (WipEout HD Fury Add-On Pack) .
4. Install the PKG into Vita3K using the corresponding .rif files you extracted from your real PSVita.
5. In Vita3K, right click WipEout, select Open Folder > DLC.
6. Look for dlc1.psarc and dlc2.psarc.
